Shawn Deane, JD, MEd, MSCC, CMSP

Shawn Deane is Assistant Vice President of Product Development at ISO Claims Partners. Shawn concentrates on all facets of Medicare Secondary Payer (MSP) compliance, but specializes in the enhancement and development of new products and services.
Prior to joining ISO Claims Partners, he practiced healthcare law and insurance defense. Shawn is a member of the Defense Research Institute (DRI), has attained the Medicare Set Aside Certified Consultant (MSCC) certification the Certified Medicare Secondary Payer Professional (CMSP) certification. He is also a member of the National Alliance of Medicare Set Aside Professionals (NAMSAP) and the chairperson for the NAMSAP webinar committee.
Shawn is an accomplished musician, with a B.A. from the Berklee College of Music, has a Master’s Degree in Education and is a graduate of the Massachusetts School of Law. He is member of the Massachusetts Bar, and is licensed in both state and federal courts in Massachusetts.

Executive Director/COO, Louisiana Association of Self-Insured Employers (LASIE)
Gary Patureau, CWCP, CMSP is the 2016 President of the National Alliance of Medicare Set-Aside Professionals (NAMSAP) as well as Executive Director/COO of the Louisiana Association of Self Insured Employers (LASIE). LASIE’s mission includes protecting and promoting the right of employers to self insure and spearheading workers’ compensation legislative and regulatory issues for the business community in Louisiana. Patureau’s duties include developing strategic initiatives, educational programs, managing association activities and lobbying for self-insured employer interests. Patureau holds the Certified Workers’ Compensation Professional and the Certified Medicare Secondary Professional designations. Patureau has been in the governmental and community relations field since 1986. He has served as a special assistant to Congressman and Governor Buddy Roemer. Under Governor Roemer he became the first director of the newly created Louisiana Office of Literacy. Prior to becoming the director of LASIE, Patureau served as the Executive Director of the Louisiana Literacy Foundation. He is a past chair of the Louisiana Association of Business and Industry (LABI) Workers’ Comp Task Force and a member of the LABI Employee Relations and Education & Workforce Development Councils. He serves on the Workers’ Compensation Research Institute (WCRI) Advisory Council for Louisiana, is on the State Association Board of Managers of the National Council of Self Insurers (NCSI) and is a Board member of the National Alliance of Medicare Set-Aside Professionals. Patureau is a United States Navy veteran, graduate of Louisiana State University Shreveport and is active on numerous civic boards and organizations.
Greg Gitter, CMSP
President, Gitter & Associates, Inc.
Greg Gitter is the President of Gitter & Associates, Inc., a firm specializing in negotiating resolution of High-Exposure Workers’ Compensation claims for excess carriers, employers and insurance companies across the country. Greg has been involved in the Workers Compensation arena for 19 years in various capacities and in numerous jurisdictions, both at the State and Federal levels. He has gained extensive knowledge and experience related to the interaction between Medicare and the Medicare Secondary Payer (MSP) Statute relative to Workers’ Compensation. Greg was recognized by LexisNexis as one of the Workers’ Compensation Notable People for 2008 and was a member of the inaugural CMSP class of 2010. Most recently, he was published in the Complete Guide to Medicare Secondary Payer Compliance and serves as both the Chairman of the Membership Committee as well as having been an active member of the NAMSAP Annual Conference Planning Committee for the past four years.
Rita M. Wilson
CEO Tower MSA Partners, LLC
As CEO of Tower MSA Partners, LLC, Rita Wilson oversees all business development, sales, marketing and operational activities, IT systems development, and identifies new product offerings in support of Medicare Secondary Payer Compliance.
Wilson gained a wealth of expertise in information technology solutions, process driven workflow and metrics, and data analytics while holding leadership positions in pharmacy software development, pharmacy benefits management and workers’ compensation managed care companies for more than 20 years.
Prior to co-launching Tower MSA Partners in 2011, she founded and ran Select MRI, LLC, a diagnostic company, and Speedy Re-employment and Medicare Set Asides, an MSP compliance company. Previously, Wilson built out the operational and technology model for another startup, DirectCompRx, Inc., a subsidiary of Fiserv, Inc., ultimately becoming its CEO.
Before moving into the workers’ compensation industry, Wilson spent 15 years in software development for retail pharmacy and PBM serving as Director of Research and Development for QS/1 Data Systems. Wilson obtained a Bachelor of Science degree, summa cum laude, from Presbyterian College in Clinton, SC and completed graduate studies at Converse College in Spartanburg, SC. She has served in member and/or board of director capacities with the American Society for Automation in Pharmacy (ASAP), the National Council for Prescription Drug Programs (NCPDP), Health Level 7 (HL7), and the National Council of Self-Insurers (NCSI).
Wilson is a member of the National Association of Medicare Set Aside Professionals (NAMSAP) where she serves as a member of its Board of Directors, as chairman of its Communications Committee and as a member of the Data and Development and Evidence Based Medicine committees.
Christine Melancon, RN, CCM, MSCC, CNLCP, CMSP

Christine Melancon is the Vice President of Operations for EZ-MSA Services. Christine provides daily on hands management for areas of Medicare Secondary Compliance including Medicare Set-Aside (MSA) Allocations, CMS Submissions, and Conditional Payment Resolution. Christine has been involved with complex medical case management of claims for workers’ compensation, liability, and maritime cases since 1997. She began to focus primarily on MSA Allocations and MSP compliance in 2004. Prior to her involvement with claims, she served as a Registered Nurse in a number clinical areas including emergency medicine, neurological rehabilitation, obstetrics and pediatric/neonatal critical care. Christine earned her RN from Charity Hospital School of Nursing in New Orleans, LA. She has served on NAMSAP’s Annual Meeting Subcommittee since 2011, was a Co-Chair of the NAMSAP Education Committee in 2013, and has served as Secretary of NAMSAP’s Board of Directors since 2015.

Amy E. Bilton, Esq. is a shareholder and workers’ compensation defense trial attorney at the Chicago law firm of Nyhan, Bambrick, Kinzie, and Lowry. She received her BA from the University of Michigan, JD from DePaul University College of Law and has her MSCC certification. Ms. Bilton is a frequent lecturer on workers’ compensation, Medicare Secondary Payer issues and Medicare Set-Asides. In addition to being a NAMSAP member and legal committee chair, she is a member of the Chicago Bar Association, Illinois State Bar Association and Illinois Workers’ Compensation Lawyers Association. She has specific interest in bringing evidence-based medicine to MSAs.
Ciara F. Koba, Esq.

Ciara F. Koba is an Associate of the Medicare Compliance Group at Burns White. An attorney and licensed registered nurse with significant general and surgical nursing experience, Ms. Koba brings a unique understanding of the health care industry to the resolution of Medicare issues that arise in workers’ compensation, general liability and Federal Employers Liability Act claims.
Before joining the firm, Ms. Koba worked as a Staff Attorney at a company specializing in high-exposure claims related to the Medicare Secondary Payer Act, where she drafted Medicare set-asides, as well as submitted and negotiated claims to the Centers for Medicare and Medicaid Services voluntary review program.
Ms. Koba graduated from Duquesne University School of Law, cum laude, in 2011. While there, she founded the university’s first Health Law Society and served as its president. Ms. Koba received a Bachelor of Science in Nursing from Duquesne University in 2006.
Admitted to practice law in Pennsylvania, Ms. Koba is a member of the Health Law Section of the Allegheny County Bar Association.

Thomas Spratt, CMSP
With more than 40 years of experience in the insurance industry, Thomas Spratt is an authority on issues related to Medicare compliance and Workers’ Compensation claims. As Vice President – Settlement Solutions, Tom is responsible for the NuQuest Settlement Consultant Team. He oversees assessment of clients’ Medicare compliance programs, training of claims staff and client settlement strategies for costly or complex cases involving both Workers’ Compensation and Liability. Tom is also conversant in Special Needs Trusts and their role in the settlement of high-exposure, disputed Workers’ Compensation and Liability matters.
Tom has a long record of active involvement in the insurance industry, serving on committees for the Workers’ Compensation Research Institute, the Property Casualty Insurers Association of America , the Strategic Services on Unemployment and Workers’ Compensation and the National Structured Settlement Trade Association. He is also on the faculty as a facilitator for the Certified Medicare Secondary Payer designation program (CMSP). Educated at St. Anselm College in Manchester, N.H., Tom holds a bachelor degree in Economics and Business.

Monica Williams is President of MWC Associates, LLC. Formerly a national Catastrophic Program Manager for Intracorp with over 20 years in case management, she now provides Medicare/WC consulting, medical cost projections, complex case reviews and is a registered Catastrophic Case Manager for the State of Georgia. She consults on CMS submission, MSPRC compliance and assists with establishing needs for catastrophic cases. She holds a BSN in Biology and Nursing from Jacksonville State University.
